Why does Pornhub think I'm in Idaho?

Websites estimate where you are from your IP address, not your street address. Mobile carriers and some internet providers route traffic through regional hubs that can sit across a state line, so a phone in Washington can appear to be in Idaho.

When a site shows another state's notice, the cause is usually where your network's IP address is registered, not the law where you are.

Bills to watch

  • HB 2112. Would have required sites where more than one-third of the material is sexual material harmful to minors to verify that users are 18 or older (digital ID, government ID or transactional data), barred keeping identifying data, required Department of Health warning notices on landing pages and ads, and let the Attorney General seek civil penalties of up to $10,000 per day of noncompliance. Died: heard in the House Consumer Protection and Business Committee on 2026-01-16 but never voted out; it did not pass before the 2026 session ended.
  • SB 5708 / HB 1834. Attorney General-requested bills limiting addictive social media feeds for minors; operators would have had to reasonably determine that a user is not a minor, using proportionate age assurance. Died: SB 5708 passed the Senate 36-12 on 2025-03-12 but was not taken up by the House; both bills were moved to their chamber's Rules 'X' file in February 2026.
  • SB 6111. Senate bill on minors and digital services (short description: 'Minors/digital services'). Died in Senate committee without a floor vote (2026 session).
