After the Cyprus-based operator refused to add age checks, state media authorities ordered the largest German ISPs to block the sites in 2024. Courts have since split: 2025 interim rulings left the Berlin and Bavaria blocks in place, while courts in Rhineland-Palatinate and North Rhine-Westphalia (most recently on 9 October 2026) held the orders likely conflict with EU law, so access depends on the ISP.

Why is Pornhub still available in Germany?

Pornhub has not introduced age verification in Germany: the OVG NRW noted in October 2026 that the Cyprus-based operator offers the sites without an effective age-verification system, and the European Commission found in March 2026 that Pornhub admits EU users with a click-through age declaration. Whether a German visitor can reach it depends on their ISP. Regulators ordered Telekom, Vodafone, 1&1, Telefónica and Tele Columbus to block it in 2024. Courts have suspended the NRW orders (Telekom and Vodafone need not block for now) and annulled the Rhineland-Palatinate orders at first instance, while 2025 interim rulings left the Berlin and Bavaria orders in place. Which providers still block today was not confirmed.
